After completing vocational school, Watanabe started his career in the film industry as a third assistant director on episodes 10 and 11 of "Choushinsei Flashman" in 1986. Initially hired as a temporary replacement for the hospitalized second assistant director, he continued with the series when the original assistant did not return. Watanabe was later promoted to second assistant director under Chief Assistant Director Morita Toshio and eventually became chief assistant director of "Choujin Sentai Jetman."
Although Watanabe initially aimed to be a screenwriter and pitched scripts to producer Suzuki Takeshi, his scripts were not used. However, director Amemiya Keita recommended him for promotion to director. Watanabe made his directorial debut in 1992 with episode 11 of "Kyoryu Sentai Zyuranger" at the age of 26.
In 2017, Watanabe took a temporary break from directing to teach at a theater workshop.

In 1964, he started his career as an assistant director for "Haikyo no Kuchibiro" at Toei TV Production. Since then, he has been involved as an assistant director in many Toei Oizumi TV works such as "Tokubetsu Kido Sosatai", "Kikaider", "Hijo no License", "Ganbare!! Robocon", and "Tokuso Saizensen".
